WORK PERMITS AND ACCESSION WORKER CARDS

Applying to work in the UK

This page explains how you can apply for authorisation to work in the UK if you are a Bulgarian or Romanian national.
We cannot provide written confirmation that we have received your application for an accession worker card or registration certificate. If you are sending documents by recorded or special delivery, we advise you to use the Royal Mail website's 'track and trace' tool.

Accession worker card

There are 3 stages to applying for an accession worker card:
  1. Your employer must apply for a work permit, unless your job will be in a category that does not need a work permit. The Can I live and work in the UK? page lists these categories. The Work permits section explains how they can apply, and contains the relevant application forms.
  2. If we approve your employer's application for a work permit, we will send you a letter of approval. You must then apply for an accession worker card using application form BR3, enclosing your letter of approval with your application. You can download form BR3 and a guidance document from the right side of this page.
  3. 3. If your employer has made an application for a work permit and the letter of approval is pending, you can also apply for an accession worker card using application form BR3.
If you require an accession worker card and you have been offered a job before you come to the UK, you can apply for the document from outside the UK.
Authorised family members
To apply for an accession worker card as an authorised family member, you should use application form BR4. You can download this form and a guidance document from the right side of this page.

Registration certificate

You can apply for a registration certificate if you are in the UK as a self-employed person, a student or a self-sufficient person. If you are exempt from worker authorisation, you can apply for a registration certificate as a worker or jobseeker.
To apply for a registration certificate, you should use application form BR1. You can download this form and a guidance document from the right side of this page.
You must be in the UK when you apply.
Permanent residence
When you have lived in the UK for a continuous period of 5 years in accordance with the European regulations, you can apply for a document certifying permanent residence. Bulgarian and Romanian nationals can apply for permanent residence using the EEA3 form.
Highly skilled people
To apply for a registration certificate as a highly skilled person you should use application form BR2. You can download this form and a guidance document from the right side of this page. When you apply as a highly skilled person, you must show that you meet certain requirements. For more information, see Points assessment for highly skilled people.

Residence card
If you have a registration certificate and you have family members who are not EEA nationals, they can apply for a residence card using application form BR5. You can download this form and a guidance document from the right side of this page.
Family member residence stamp
If you have an accession worker card and you have family members who are not EEA nationals, they can apply for a family member residence stamp usingapplication form BR6. You can download this form and a guidance document from the right side of this page.

Bulgarian and Romanian family members of EEA nationals

Family member registration certificate
To apply for a family member registration certificate as a Romanian or Bulgarian family member of someone who holds an accession worker card, you should use application form BR1. You can download this form and a guidance document from the right side of this page.
Registration certificate
If you are the Bulgarian or Romanian family member of an EEA national who is not Bulgarian or Romanian, you can apply for a registration certificate usingapplication form EEA1. You can find out more and download the form on theApplying under European law page.
